COUNCIL EXECUTIVE MEMBER WELCOMES “SUBSTANTIAL” IMPROVEMENTS IN CITY’S SOCIAL CARE
Cardiff Social Services is continuing to make improvements to its service.
In her latest report to the Health and Social Services Committee of the Welsh Assembly, the Minister said: “Services to vulnerable children in Cardiff continue to improve.”
That is the message from Councillor John Dixon, Cardiff Council’s Executive Member for Health, Social Care and Wellbeing, in response to new figures demonstrating that the Authority has made significant improvements in a number of areas of its work with vulnerable children.
Cllr Dixon said: “I am particularly pleased that we have been able to improve greatly the percentage of initial assessments of cases that are carried out on time. It is especially pleasing that we have been able to do this, as the service continues to suffer from a shortage of front line social workers.”
He continued: “We have also been able to improve the rate at which we review the cases of children on the Child Protection Register. Both these areas are fundamental to our work with vulnerable children and I am delighted with our progress. But I accept that we still have a long way to go before we can truly say that our services are robust enough to meet the high standards that the people of Cardiff expect and deserve.”
He added: “I am pleased to see that the Assembly’s Health Minister, Jane Hutt, has acknowledged these significant improvements. This is great news. It also shows that our improvements in recording performance data have enabled us to identify areas that need rapid improvement and respond accordingly.”
The figures come from the Council’s own monitoring of its performance. Some of them are produced in response to National Assembly for Wales requirements, but other are produced by us in order that our stakeholders have a realistic picture of the progress of our service improvement.
Progress and performance in Cardiff’s Social Care Services are reported in detail to the Council’s Scrutiny Committees and the Executive Board every 3 months. The Committees and the reports are public.

ELEMENTAL FORCES HIT CARDIFF
Cardiff’s art lovers are in for a treat next week with the opening of “Elemental, a visual exploration of the mysterious forces of nature”. But this is an exhibition with a difference; all 20 artists have a learning disability and are users of Cardiff Council’s social care day services. The exhibition has been put together in partnership with the National Museum and Gallery, Cardiff (NMG) and the Arts Council of Wales. The exhibition will be launched by The Rt. Hon. The Lord Mayor of Cardiff Jackie Gasson on Tuesday 16th November at 7.30pm.
The exhibition runs until Wednesday 5th January 2005.
Michael Tooby, Director of National Museum & Gallery, Cardiff, said "As with 'Nature Unplugged', this is not simply a display of work by a group of people who work in the media of painting and drawing as part of their continuing development in a community-based programme. Instead it is an exhibition that, as last year, derives its inspiration from study within the National Museum & Gallery's collections and displays and asks each individual to generate a focussed response.
This allows us, the viewers, to step beyond the reading of this body of work as simply an admirable way of giving people of diverse backgrounds an opportunity to further their development of skills and imaginations. It also allows us to compare and contrast content and approach, in a way that reflects the way one might address all images worthy of public discussion. "
The Arts Council of Wales, said; "The Arts Council of Wales are delighted to support a project that enables artists to work in wonderful new facilities, providing an accessible environment in which to enhance their skills. A £2,920 Arts and Disability grant awarded to Elemental under ACW's Small Grants Scheme has enabled the organisation to establish its new workshop facility "The Artery". This accessible environment allows the artists to explore in depth themes, ideas and materials inspired by the natural elements. We look forward to the culmination of the project in what is sure to be a highly successful exhibition at the National Museum and Gallery of Wales."

Community Grants
The following grants have been awarded in the Adamsdown area as part of the Council's Community Grants Programme for 2004/05:
St James Church - £2,000 towards the cost of a feasibility study into proposals to create a community facility for young people.
Adamsdown Day Centre - £7,000 towards the cost of installation of security grids on the ground floor window, an access ramp to the entrance and renovation of the toilet.
