We have received notice from Cardiff Community Housing Association that work will commence this month on the demolition and rebuilding of 41 Sapphire Street.
The work will take approximately 8 months to complete.

Pellett Street
The former NCP car park on Pellett Street is currently being developed. As part of the redevelopment, Pellett Street is being reconstructed and it is also necessary to make changes to the waiting restrictions.
Also, it is proposed to close the rear lane, connecting with Duffryn Street, so that the pedestrian footway area at the foot of the railway bridge stairs can be enhanced.
Currently the waiting restrictions along Pellett Street comprise "No Waiting 8am to 6.30pm Monday to Saturday". These will be changed to "No Waiting At Any Time" so that on street parking doesn't obstruct access to the new development.

Artery project launched
Executive member for Health and Social Care, John Dixon, opened a week long project and exhibition at Cardiff University's Llys Tal y Bont sports hall tonight.
The Artery, a Cardiff Council-supported arts project for people with learning difficulties, has a week-long exhibition based on observing Cardiff Blues rugby club practice, and take as its theme the moment before impact. The centrepiece of the exhibition is a mosaic, which organisers hope will be permanantly exhibited at one of the Council's leisure facilities.
At the same time, the Artery is hosting an interactive art and sport event - 'Splatterball', which uses sport equipment to make large murals. This again lasts all week.
John Dixon said "I'm blown away every time I see the Artery's work. I thought their Christmas exhibition at the National Museum of Wales was good, but the mosaic is outstanding. It just goes to confirm that the only limits on artist endeavour are those we place on ourselves."

Social care priorities agreed
Cllr John Dixon met with colleagues from all over Wales in Builth Wells at a new body, the Social Care Policy Group, created the Welsh Local Government Association.
At the meeting, which includes members from all the major political parties in Wales and independents, the issues facing Councils in improving performance in social care were discussed. Dominating the agenda, like the rest of the media on Monday, was the issue of recruitment and retention of staff, prompted by the publication of the Garthwaite Report.
John said "There's real determination across the political spectrum to improve our services. We need to learn from other Councils, just like they can learn from Cardiff."

LEASES SIGNED AT NURSING HOMES
Cardiff Council's Executive member for Health, Social Care and Wellbeing, Cllr John Dixon, is pleased to announce that the Council has signed leases with a nursing home and a care home in the city which had been threatened with closure.
Residents at the Jane Hodge and St Winefride’s Homes in Canton feared that they would have to move after the owners announced they wanted to sell the properties for development earlier this year.
But Cardiff Council’s Executive stepped in with the aid of a National Assembly grant and pledged to keep the homes, which both cater for elderly people, open for at least three years to enable the residents to find suitable accommodation.
Now leases have been signed with both homes which will see the NHS Trust and the Local Health Boards working with the Council to run the homes.
Cllr John Dixon said, “I am delighted that we have been able to step in and help to secure the short-term future of these nursing homes.
“I'm particularly grateful to the local Councillors Austin, Islam and Lansdowne, that we were able to put aside party politics and work together constructively. I know there was a great deal of anxiety among the residents and their families and we hope that we have managed to alleviate their concerns.
“Cardiff will be the first Council in Wales to manage nursing accommodation and this has not just been simply about averting a crisis but about ensuring that Cardiff has the capability of providing beds in this oversubscribed area and thanks to the input of the Assembly and the local Trust and Local Health Boards we have brought about this positive outcome.”

Adamsdown, not run down!
Final touches to spruce up part of West Adamsdown Renewal Area have left residents in party mood this weekend.
This Saturday, in conjunction with the Adamsdown Project, Cardiff Council’s Neighbourhood Renewal team will be hosting the Adamsdown Fun Day to celebrate the completion of work to Adamsdown Square Gardens. The Fun Day will be a key opportunity for local people to give their opinions about plans for improving Cemetery Park and Kames Place/Constellation Street, as the next phase of regenerating the area.
The party starts at 12 pm in Cemetery Park, Moira Place and finishes at 3pm. Activities will include bouncy castles, giant games, nail art, badge making, face painting, DJ workshops and circus skills. Stalls will also carry bric a brac, cakes, jams, crafts and refreshments.
Work has been ongoing for 10 months in this area and started when pupils from local schools took part in a bulb planting initiative in Adamsdown Square last November. Since then, the footpaths, railings, walls, road- surfaces and pavements in the area have all been updated or renewed, improving the look of the whole area.
Deputy Leader, Councillor Judith Woodman said: “I’m delighted the people living in West Adamsdown will now get the chance to make the most of Adamsdown Square Garden which I’m sure will bring value to the whole community, with fresh facilities to enjoy.”

This Saturday, in conjunction with the Adamsdown Project, Cardiff Council’s Neighbourhood Renewal team will be hosting the Adamsdown Fun Day to celebrate the completion of work to Adamsdown Square Gardens. The Fun Day will be a key opportunity for local people to give their opinions about plans for improving Cemetery Park and Kames Place/Constellation Street, as the next phase of regenerating the area.
The party starts at 12 pm in Cemetery Park, Moira Place and finishes at 3pm. Activities will include bouncy castles, giant games, nail art, badge making, face painting, DJ workshops and circus skills. Stalls will also carry bric a brac, cakes, jams, crafts and refreshments.
Work has been ongoing for 10 months in this area and started when pupils from local schools took part in a bulb planting initiative in Adamsdown Square last November. Since then, the footpaths, railings, walls, road- surfaces and pavements in the area have all been updated or renewed, improving the look of the whole area.
Deputy Leader, Councillor Judith Woodman said: “I’m delighted the people living in West Adamsdown will now get the chance to make the most of Adamsdown Square Garden which I’m sure will bring value to the whole community, with fresh facilities to enjoy.”
Ninian Road phone mast application refused
A decision to refuse a planning application for a telecommunications mast on the edge of Roath Park Recreation Ground has been welcomed by local Liberal Democrat elected representatives.
Amongst other reasons, the application from T-Mobile was refused on the basis that the proposal would be "an incongruous and intrusive form of development which would have a negative impact on the aesthetic quality of the Roath Park Conservation Area which therefore fails to preserve or enhance the character or appearance of the area".
Local Liberal Democrat councillors Elgan Morgan and Mark Stephens had backed up the serious concerns expressed by local residents against the application by lodging written objections together with local Liberal Democrat Assembly Member Jenny Randerson and local Liberal Democrat MP Jenny Willott.
Responding to the news that the application had been refused, Councillor Elgan Morgan said: "I am pleased that the council was able to take on board the concerns raised by the local community.
The proposed site would have been near to where a large number of children play on the Rec as well as being near to Roath Park Primary school and a local nursery."
Cardiff Central MP Jenny Willott added: "The council has clearly recognised that the mast would have been totally out of keeping with the surrounding conservation area. This is something which I had argued when I objected and I note that this is the main reason that council officers were able to agree the application should be thrown out."

Joint Council/MP Street surgery
Jenny Willott MP joined John Dixon for a street surgery in the streets off the top end of Broadway this evening, visiting people with issues that they wanted to raise in their homes.
The main concerns were around licence applications made under the Government's new regulations, and problems with anti-social behaviour. Many people said how nice it was to see their MP face to face for a change.
John and Nigel, together with Jenny Randerson AM and Jenny Willott MP are planning future street surgeries in the coming months, to keep in touch with local issues.

Britain In Bloom
Cardiff is ready and blooming for the arrival of the Britain in Bloom judges in the capital city on Wednesday this week.
Communities throughout Cardiff have been ‘Helping to Make Cardiff Bloom’ throughout the summer by decorating their houses, businesses and schools with flowers as the city goes all out to improve on last year’s Silver Gilt award, and scoop the title of ‘Best Large City’ in the RHS Britain in Bloom awards, that will be held in City Hall, Cardiff on September 28.
On their route around the city, the judges will see many of the initiatives that have been developed as part of Cardiff in Bloom, including:
• Cardiff Bay wetlands
• Bute Park
• Civic Centre
• Marlborough School
• A 42m floral banner created by St Peter’s Roman Catholic Primary School
• Queen St….and much more.
The judges will mark the city in the following categories - floral displays; permanent landscaping; sustainable development; local environmental quality; and public awareness.
Executive Member for Sport, Leisure & Culture Councillor Nigel Howells said: “The people of Cardiff have been working hard to make the city look its best for the summer, and on Wednesday the Britain in Bloom judges have the chance to decide. Green fingers crossed we will be the best in the UK in the year of our Centenary, and the year we host the RHS Britain in Bloom Awards."
The judges’ itinerary includes an IKEA ‘garden’ in Queen St. which has been created by the innovative Swedish company’s interior designers following their eye catching ‘flowerbed’ success last year.
The ‘flowers’ have been made with the distinctive IKEA ‘quirky’ touch from all sorts of items in the IKEA store, and the display shows off the store’s garden furniture range
Jeff Baldrey, IKEA’s Commercial Activities Manager, said, “We raised a lot of eyebrows when we unveiled last year’s display and we’re looking for the same ‘wow’ factor this time, with something that should help the city’s Britain in Bloom bid.”
Paul Williams, City Centre Manager added, “IKEA has come up with a very imaginative and fun way to help Cardiff win Britain in Bloom. A flourishing city centre makes everyone feel good and shows how, through the great support and enthusiasm of local companies like IKEA, we are able to mount a very serious challenge for the Britain in Bloom title this year.”
Cardiff has cultivated an enviable reputation for the quality of its parks and gardens – in fact it has more green spaces than any other city of its size in the UK. This has been a significant year for horticulture in the city – as well as hosting the Britain in Bloom Awards, Cardiff hosted the RHS Spring Flower Show in April, launched the Cardiff Daffodil, and 2005 marks the Welsh capital as the European City of the Elm.

Consultation on South Wales Carpets site
John and Nigel met with Cardiff Community Housing Association this morning to find out about some of the ongoing CCHA projects around Adamsdown. One of the possible plans involves redevelopment of the South Wales Carpets building into apartments (see Planning Application details below). Once we have more detailed plans, we will, of course, be consulting with local residents.
